It means that the quality control end of things isn't being fully addressed by the team. The Card itself is the full card. The card's picture however has not been updated for user consumption. ;/ I have the same problem with a couple of different cards myself.

Close the VGHD software.
Find in the 'data' folder and there delete the folder 'a0421'.
Restart the VGHD software.
The files in this folder new loaded from the server.
Find in the 'data' folder and there delete the folder 'a0421'.
