I currently only have 38 cards to collect to have the entire collection completed, BUT, they are all special and joker cards. Do the booster packs award these, or would I be wasting credits to buy them?

the system won't let you buy any pack if there is not enough card availables in your store that meet the requirements (cards released more than 45 days, not Special)

Try to generate one pack, and see :)
