There is a slight ambiguity as to whether 4:20 pm Greenwich time means 4:20 Greenwich Mean Time (GMT, essentially the same as UTC for practical purposes) or 4:20 pm civic time at Greenwich which would be an hour different at the moment. I think it probably means GMT, but I am not 100% certain. (If the reference was to Paris time we would expect the Winter/Summer time differences to apply and just saying Greenwich time can be interpreted the same way).

As it is so rare, I think it has to be right at 4:20:00 GMT
The Server seems to time stamp the Purchase using GMT time.

Clarification from the Team is needed..
Some members are looking in their history and see they are 5 seconds late 16:20:05
or 10 seconds late 16:20:10
and have not received the Achievement award...
in your History, if you Hover the Mouse over the date, it will display the time stamp to the second.

well @Rex & @Celine are both from France so it's only logical to assume the time is set too Paris, France for the 4:20pm,
