For the scratch card game, as far as anyone can tell, the odds of winning one of you as yet unpurchased cards are the the same for everyone. However, if you have only a few such cards yet to buy then the probability of that card being a particular one are increased relative to someone who has a lot of unpurchased cards simply because there are fewer from which to choose the prize. The odds of winning something in the first place are the same for everyone, the odds of winning a particular card once you have won are higher if there are only a few to choose from - in the extreeme case if you only have one unpurchased card then, if you do win, that will be the card you get.
However, this is independant of winning Special Event cards as, again as far as I can tell, the chances of winning one of these is the same for everybody - but again the chances of winning a particular one depend on how many you have do not yet own.
